Bulawayo Deputy Mayor Edwin Ndlovu and four councillors were arrested by the ZACC for allegedly extorting US$52,000 from a businessman on August 23, 2026.

Bulawayo Deputy Mayor Edwin Ndlovu and four councillors were arrested by the Zimbabwe Anti-Corruption Commission (ZACC) for allegedly extorting US$52,000 from a businessman on August 23, 2026. The arrests are part of an ongoing investigation into corruption involving local government officials in Bulawayo.
The accused, including Councillor Ntandoyenkosi Ndlovu and former Councillor Rodney Jele, allegedly demanded the sum from a local businessman to prevent the cancellation of a lease agreement for a hotel development. This lease, signed in March 2023, was reportedly under threat due to the slow progress of the proposed hotel project.
According to ZACC, the accused informed the businessman that another individual had offered them US$52,000 to have the lease cancelled. They advised him to match that offer to retain his lease. Following this extortion attempt, the businessman reported the matter to ZACC, prompting an undercover operation that led to the arrests.
ZACC spokesperson Simiso Mlevu confirmed the details of the case, stating, “The three allegedly told the complainant that an unnamed businessman was offering them US$52,000 to have the lease cancelled and advised him that he should match the offer to retain the lease.” The five individuals arrested are expected to appear in court on August 24, 2026.
The investigation into these allegations highlights ongoing concerns regarding corruption within Zimbabwe's local government. This incident marks a significant moment as it brings current and former municipal officials under scrutiny for their actions involving public assets and services.
Edwin Ndlovu's arrest comes less than a year after he was acquitted in a separate high-profile corruption case, which had also drawn considerable attention. The latest allegations are distinct from previous charges and have yet to be tested in court. As the ZACC continues its efforts to combat corruption, the outcomes of these arrests will be closely monitored.
